Given condition of the policy
The participation rate of the women¡¯s economic activities is very low compared to men in the developed countries

Unlike the developed countries (Reverse U type), the M curve phenomenon that many women experience the discontinuance of career due to the housekeeping and the burden of the childcare, etc. continues and the phenomenon of low working condition is clear. 67.4%(7million people, 2010) of economically inactive females give up the economic activities due to childcare and housekeeping.
The marriage rate of the women who graduated from the universities (62.6%) is very low when compared to the average(82.4%, 2008) of the OECD countries. They tend to give up the employment again after the discontinuance of career(L curve).
The low quality of the women employment
- As for the middle and small enterprise field, the miss-matching phenomenon in which ¡®While the women are having a hard time getting jobs, the companies are having a hard time hiring people¡¯ exists.
- ¡®The job of the social service field¡¯ that has the big potential creation of woman¡¯s job is   insufficient.
- The rate of irregular job among female workers is very high.
The training of the women resources and the maximization of revitalization of them are needed for the leap of the developed economy as the country¡¯s growing power.
- Need for expanding infrastructure of female career development:

Given condition of the Policy
Purpose
- Act on Promotion of Economic Activities of Career-Interrupted Women contributes to the   economic independence and the self realization and the continuous development through
  the promotion of economic activities such as women of career interruption.
Promotion Background
- The percentage of economically active females('08, 62.6%) is the lowest level within the OECD   countries. The career interruption due to childcare and housekeeping and the difficulty
  of re-employment are the main causes.
- Therefore, the duties of the national and local   governments and the legal basis of the policy promotion to promote the economic   activities such as women of career interruption need to be prepared.
Promotion Process
- The National Assembly voted for the Act on Promotion of Economic Activities of Career
- Interrupted Women (May. 16th, 2008) and announced it (Jun. 05th, 2008).
  ¡Ø The Ministry of Gender Equality & Family and the Ministry of Employment and Labor enacted the law.
- Enacted and pronounced the ordinance and the regulations
  of the Act on Promotion of Economic Activities of Career Interrupted Women (Dec. 03rd, 2008)
- Enforced the Act on Promotion of Economic Activities of Career-Interrupted Women
  (Dec. 6th, 2008)
Main Content
- The applicable object of the bill is the women who stopped the economic activity due to pregnancy, childbirth and child care, etc. or have never experienced any economic activity
   (Law Article 2)
- Established and enforced the basic law of the Act on Promotion of Economic
  Activities of Career-Interrupted Women (Law Article 4)
- Make an effort to construct the labor environment of the business owner, research the actual   condition related to the economic activity such as women of career interruption, select the   promising job, support the entry, support the internship.
  Preventive measures on career interruption (Law Articles 3,7,9,11,12)
- More clearly prescribe the function of the administrative support system such as the center   for women of career interruption. (Law Article 14)
